Paintwork on my vehicle's bonnet

I have a 2008 Chev Aveo, just over 50 000 km on clock which is parked in garage every night. Last year I noticed that the paintwork on the bonnet of the car started to become powdery and cracked. As the car was only five years old, I thought I should report this to GM. They told me to take it to their Body repair business for a quote and to have photos taken of it. After six weeks, I got a reply, SORRY, ONLY THREE YEARS ON THE PAINTWORK, OUT OF WARRANTY. I would have expected someone from GM to personally inspect my car but only an email came my way to say how sorry they were, but thanks for taking the trouble to report it. Just three months later, the whole bonnet of the car was affected and now looks like a total mess. They did not even bother to suggest a reason for why it looked like this.

I look after my car, never had an accident, have low mileage. but who would possibly buy it if I wanted to sell it.
It is a blue car, so you can imagine what these white chalky cracked marks look like! THIS IS NOT A VERY GOOD ADVERT FOR GM, IS IT?
