E toll account a month late???

This evening I received my first e-toll account: it states that the invoice was issued on the 26 Dec 2013 so I am now receiving this a month later and the expiry of the discount just so happens to be tomorrow. I have not received anything prior to this nor does this document contain any photographs of my car.
Last week (17th Jan) when my family went to check what we owed on our cars, we were told there was nothing owing for my car. This is just a joke! And just adding more hassle and stress to our already stressful lives!
