Handed over for collection

I registered as e-toll user paid my fees even made sure that I am on top up so that I don't owe sanral any thing. My first account I owed R0, 05 which I immediately paid. And the next one went of as needed on the top up system. I got a new account showing my notification which was deducted of my bank account and that ther is R2.37 in credit. Friday I get an email I owe them R627 hand was handed over for collection. I immediately called the call centre was on hold for almost an half an hour, then was cut off. I went onto the website to check my billing I cannot find any accounts outstanding, I sent and email and all they sent back to me is a detailed account which I saw on the net without the R627 showing or even an explanation. So how am I suppose to know what is what. Sanral is draining us and this is not fair. I wonder who in parliament pays their extolled fess
