Unable to assist with violation

After deciding not to purchase an e-tag, I recently received an SMS claiming that I have overdue e-toll fees in the amount of R510.21 which have been handed over for collection to VPC (Violations Processing Centre). It then claimed I must phone 0800 726 725 with a listed reference number.

With no intention of registering, no further information can be acquired from the website and so I called the call center number given only to be told that they were unable to assist me as their systems were down. As of yet, I am yet to receive a single invoice detailing the amount owed and see no reason to pay when SANRAL can't even give me any information regarding where they get the amount from.
