Lack of customer service from the reception

We want to do the right thing but the these no right people to assist at TV license call center number 011-330 9555 ext 3. I was speaking to a guy explaining my problem while I m talking he gave the phone to the lady without a word of saying please hold let me transfer you to right department. I ask the lady were is the guy I was speaking to she said with attitude " angisebenzila la ngingakunceda" and them I ask again she started laughing then she kept quite, she could not speak to me I kept on saying "Hello" till I put the phone down.
Call center or switch board is what tell you if the place has good management or not. If we had another option not to pay the TV License I would do so thinking we pay so much with their salary calculated on the cost we would not do it.
