Rules for Extending a Sectional Title Unit

Dear Sir/Madam

We have a Duplex in Pietermaritzburg where the bed rooms are upstairs and the kitchen, Lounge, Dining is down stairs. My mom underwent a knee replacement and it did not go well her knee had to be defused and she cannot bend her one leg. It is rather difficult for my mom to move up and down stairs so we had called a meeting with Body Corporate and neighbours requesting permission to add a room and en suite down stairs for my mom which they declined. We have the last unit in the complex which has land and does not effect face of building. We were prepared to buy the property and follow the legal procedure pertaining the Extension, neighbours and body corporate rejected our application. My mom is living in the complex for 13 years and does not want to move as she is 72 years of age and she is attached to her house.

I would like to know what are the rules for extending a sectional title and if we willing to follow procedure can it be done without Body Corporate and neighbours as it does not effect any one in the building.
