Double payment needed why?

Hello
I am writing this because there has been a serious delay on my registration.
First I have been told all is in order as soon as we get the report from EICS your registration will go through.
That was two months ago. I was on the phone everyday with EICS to make sure my report gets to HPCSA.
When they received it still no one said anything it was always 'your registration is still pending'
I had paid HPCSA registration fee on April 30th this year, amount of 2600ZAR on the account:

Branch: Acardia
Code:334945
Acc:0610000169

A week ago I received an email from HPCSA stating that the money have been deposited into a different account.
I tried to call, email, left voice messages no response.
Untill yesterday I was told to make a payment to another account.same as above but different code and a document listing different account numbers that can be used to pay.
From that list the above account details were the third option which is when you are making a foreign transfer which was the case with me..
I want to know did your office receive my money?
Must I pay again?
Who is taking resposibility of refunding me?
