Its not my fold why must i wait

I'm a member of comp care for about 6 month and still haven't re sieved my membership card. I was taken to ER on the 25 Nov 2013 they didn't want to help me because I didn't have my card and didn't have my medical number. I had to pay it out my pocket before they wanted to help me. My HR putted in a claim for the money to be paid back to me on the 26 Nov 2013. On the 10 Des 2013 they send me a email saying that my claim is been processed. Sins then I sended my slips that I paid the ER department and the x rays out my own expenses and I still haven't received anything. They said I will re sieved my money the Friday 27 Des 2013 nothing was paid in to my account. I phoned them on the 30 Des 2013 they said they will take it to their supervisor because the claim wasn't been processed yet. I phoned them again on the 3 Jan 2014 and spoke to a 3rd person about the claim and she said she will speak to someone about the claim and I still haven't heard about them sins now. My daughter where ill and couldn't get her medicine because of my medical card I haven't received yet. Its becoming a problem.
