No response from Samsung

My mon got her Samsung Galaxy in October 2012. IShe had to send it in for repairs about 7 times and they've replaced it twice. She still cannot send whatsapps outside an area without wireless, her phone dies every hour and so forth. I asked them to provide her with another model phone, but no response. This is really getting ridiculous!!!
