Apple provides poor support in South Africa

I use an iPad2 but for some reason I cannot download any more apps from the app store. I get a "Your apple id is disabled error". I then went to the Sandton City Apple Store and all they could do was point me to the apple website. However, on the apple website they only tell you how to reset your password not re-enable your account. I am frustrated that they cannot help me. :-(
