Bad Service for over four months

I have been i part time student a College SA for over a year now, i have never had a problem until end of last year 2012 where i applied for a 3 month break from my studies, towards my third month i applied for a further 3 moths break due to my full time job. I filled in a form fax it through was in communication with one of the consulatats the entire day, who eventually called and said he had recieved my fax and all was ok. In January however i recieved a invoice for the months i owed fees! even though i was on the break, i contacted college sa again explaining my situation and they said they would sort out the fees and my study break etc! nothing was done about it even after refaxing my previous email to "prove" it was sent i have now been billed for the months i took the break, i have tried to cintact people to help me NO one responds to me, the one person who did Zaheer still has not sorted out the problem and now my account has been handed over to EDUloan. College SA is the worst place to study through i cant wait to sort this issue out so i can deregistar myself and have nothing to do with this institute.
