Administrative incompetency reigns at UKZN

I decided to move to UKZN-Westville from the University of Cape Town to complete my PhD. Since I arrived here, I have found the administrative staff to be incompetent and unfriendly. When I had to submit my documents for acceptance of a scholarship award, I was sent from one person to the the next and after spending an hour trekking around campus, 5 times lucky, I found the correct person. Two weeks later, I have not received any payment and no response to any emails or phone calls of enquiry. I've been told by the person at the cashier's office that I owe more than R 19000 in fee's but in fact there is no applicable fee for full time post grad study.
I have sent emails to the College of Health Sciences student services person as indicated on the UKZN website, but the email was not delivered due to it being an incorrect email address, I forwarded the email to the head of student services... alas no reply. I feel that there's a complete disregard towards student service at UKZN, I have never been treated this way at UCT and i find it appalling, If one wants to regard their University as a world class institution, it should be evident across the board.
