Payment to University, no further services recieve

On the 27th of January 2011 I applied to The Cape Penunsula University of Technology for a correspondence course in Real Estate. I recieved confirmation of admission from them on 24th of February 2012 requesting payment of R2310.00. This was done by means of eft on the 27th of February into their account, and a copy of the said deposit slip was sent to them as requested. A student number 212288555 was issued to me. I then looked forward to begining my studies. However, I never recieved any study materials or any further communication from them. I began following up with Mrs Candice Walters who kept telling me that there had been a delay in setting out the material, and I would be informed as soon as the study material became available.By April of 2012, I sill had not been informed of any progress, and when contacting her again, she informed me that there was still no further progress. My carreer path has changed in the interum, and I have decided not to go ahead with these studies. I have since tried on several occasion to get a refund from the University, without sucess. Is there anyone who can help with this situation?
