Poor service no remorse whatsoeve

I am an independent contractor at UNISA (University of South Africa). I informed the Institution that I will not be available to tutor for some period because I had to go to Johannesburg for some personal matters and was informed I should return the books in Sept, I couldn't return the books because I was in Johannesburg so Unisa with-held my payment reason being that I didn't submit the books. Eventually I was back in Cape Town early October and submitted the books and nothing was done to my claim seems someone been sabotaging the claim process as I expected payment end of November as claims do take a month to be processed at Pretoria Head Office. I followed up a week ago after not getting any feedback on this matter only to be told that my claim would be paid up on 31 January 2014 yet was supposed to have been paid earliest 31 October 2013 and latest 30 November 2013. Surely someone there is not doing their job and they don't seem to care or show remorse about their awful delays in processing payments. A dollar today is never a dollar tomorrow, we all understand the time value of money I am being inconvenienced by UNISA an institution which has continued to take headlines
