No study material and constant excuses

I registered for a course with Intec college on the 12/07/2013, paid my deposit and sent them a proof, with my enrollment from. First they send me a threatening sms that I have money outstanding and that I should pay up. I then received my student number on the 31th of July (which they state will take up to 10 working days). Now my study material is supposedly going to take 21 working days to deliver. Its day 25 no study material I have to call them to find out what the story is and get the same excuse but its gone from 24-48 hour turnaround time to 72 hours. And to speak to a manager I have to log a call which could also take up to 72 hours to receive a call back. Now I understand that there could be supplier problems and and... but there is no communication from the except pay your account before and receive a discount. on my call attempt number 4 I spoke to a gentleman whom was more than happy to cancel my course but then keep my deposit? For what they have done nothing? I find this service in very bad form and am shocked at the manner they see their customers. its all about the money and nothing to do with the customer. This is not the first course but will be my last.
