Shocking After Sales Service

Below is an excerpt of my last corresp to the supplier (20/2/13) re corrective work to a carport (to which there has been NO response). 18 months on he has now advised "I am not in a position to help at all" ..
"This carport was erected some 18 months ago! Amongst the telephonic requests / discussions, I still have on record confirmation of your agreement to resolve the problem :
27th Feb, '12 : "Apologies for the delay"
13th March, '12 : "I WILL TRY TO MAKE A PLAN ASAP. SORRY FOR THE DELAY"
After very swiftly taking full payment, it's taken you 18 months to go back on your word now claiming you're "not in a position to help at all"! Actually, I'm not asking for "help" whatsoever, I'm asking that you come by & fix a problem gutter on the structure that's been nothing but UNsatisfactory & INcomplete for the past 18 months! If anything, it's resulted in rapid deterioration of the structure in that area.
Thought you'd be fair, transparent & professional in your "after sales" business practices. Your response now advising your refusal to correct the problem sends a clear message about your company values."
