Is support function present in South Africa

Upgraded from Windows 7 to 8. Wiped my whole PC. Upgraded from 8.0 to 8.1 in store when requested to do so and again it wiped my PC and went to critical error. Had to load Windows 8.1 Pro Evaluation Copy just to get into my PC. Now it says that the evaluation is ending in endless pop-ups. I reloaded Windows 8.1 from the store about 3 times already, but PC stays in evaluation copy. Now want to load my original windows 8, but it is telling me it will wipe all my files and programs yet again. Call Centre is useless cannot even get my surname correct as it is outside SA. Been to so many call centre personnel that cannot help me, just endless trying to get my name right. Seems to me there is no thing as technical support at Microsoft. My next upgrade will for sure be to Apple. I am definitely not willing to wipe my whole PC again and who is to say this will be the last time. As you know internet is not for free in SA nor the fastest so every time it happens in a massive impact on my time.
