Refusal to release my car after it is complete

Took my car for repair after breakdown on the 21 January 2013. The car had with a funny noise after breakdown. The car was immediately taken to BMW SA. Car got stripped first parts ordered but was informed they did not solve the problem. The car was assessed and they indicated that the diagnoses warrants an engine replacement. Motor plan was contacted prior to ordering the engine and it then approved the replacements. The engine was ordered and fitted.i got a call from bmw polokwane saying that the engine is fitted and authorisation for buying diesel is requested from me in Oder to test the car. That was on the 27th march 2013. I authorised them. I later send someone to check for the car in the 2nd April 2013 and he was told that the car is complete but they won't release it before I or my insurance pay for it, because it came to their attention from an assessor from BMW SA who came while their 99.9 finished with the job and said that the engine was damaged by water. Funny thing is they refuse to give me the assessor name and that his report was only done verbally, nothing was written. Now they refuse to give me my car.
