Un ethical behaviou

I have requested to purchase a vehicle, spoke to the Salesman Jimmy who advised me of the requirements of which I complied to. I was not advised of contract to purchase, however approval was obtained which justified purchase. The manager Paul who was advised by Jimmy that this vehicle has a buyer over-ruled his decision and went on to sell this vehicle to his contact, whilst I was awaiting finality. This unethical behaviour by a international brand like Suzuki is a real cause of concern. I am awaiting their response -I have called in five times all to be cut off on all occasions. I have called in to speak to the dealer principal all to be shunted around and still awaiting his return call. I am going to take this issue to the highest authorities should I not get a satisfactory resolution.
