VVT Motor Repairs and Unauthorized Repairs

Mr. Kenny Banda from BMW consumer care just confirmed that BMW can not help me on this matter: November 4th 2013, I took my car in to bmw clearwater after it lost power. The diagnosis suggested that the car VVT motor was Faulty. I was quoted R7115.64, however i remembered that the same problem was repaired by bmw Alberante about 3 months ago, who later confirmed that Clearwater should repair the car at no cost to me. Clearwater refused to repair the car as per their diagnosis but later claimed that Alberante didn't install the motor to ISIS standard, and that the DME is faulty and I'm liable to pay. Hennie Putter service manager at clearwater told me that they are a private dealership and i'm not on motor plan, so bmw is not liable for anything work done on my car. Clearwater continued to repair my car without my authorization to do so and they're also refusing to release the car, insisting i pay and claim my money from Alberante dealership, even though The Consumer Protection Act outlines: "The Act is clear service providers must not charge for goods unless the provider has given an estimate and the consumer agreed to it. The consumer may refuse to pay for unapproved work done.
