Mechanical Failure @ just 5400 kilometers

I have a Jonway 250 Master II, which has 5400 kilometres on the clock. It is just under a year old. Recently the cam chain tensioner failed, and the has caused R4200 worth of damage.
Since the day I collected it, it has had problems, Fuel gauge was faulty on delivery (replaced), odometer read 1000 kilometres, on a brand new vehicle (replaced that), not idling when cold, backfiring on deceleration, brake fluid going black after a few hundred kilometres, neck bearings LITERALLY disintegrating in under 2000 kilometres. It has been in @ EL motorcycles for - 2 months in total, to sort out these issues. Still the idling and backfiring problem persists! Which incidentally "they did do some work at the valve clearances" could it be that the non-qualified mechanic@the non franchised Jonway retailer could have caused damage to the valve train? They have never been able to resolve the issues. They recently acquired a "qualified mechanic". They now say I'm liable to pay the full cost of the damage, as it missed its measly 2500 kilometre service. For which I was not the rider of the bike! that small service interval is crazy in itself.they offered me 10%disc on spares= -R200! I NEED MORE SPACE T FINISH THIS:(
