Attitude when lodging complaint with restaurant

We visit the restaurant on Saturday night the quality of fish and batter not up to standard.the bread was overheat and tough.when I phoned to complaint the senior manager not once apologize for the quality of the food will take it up with his managers. The night in question not once did a Manager came around to ask if we are happy with the food.
