Service/Quality not constant/same

On Thursday night, I took the kids out for ice cream to milky lane and ordered three blue zoo spinners. Firstly, the service was pethitic. They were terribly under staffed, and customers had to wait for ages for their orders. When my three blue zoo spinners were being made, the manager that had made it did the following;

1) Use small cups, instead of spinner cups
2) Mixed the ice cream with a spoon, and did not put it in the spinning machine
3) Did not put the caramel flavored animal on top. When I questioned this, he said you bought a spinner, not the waffle. The waffle comes with the caramel animal. I purchased a blue zoo spinner fron the same milky lane, the small milky lane on the beach front, as well as Durban airport, and always got the spinner in the correct cup, with the caramel flavored animal on top.

Why is service not constant at all milky lane franchises?
Not happy at all...
