No more Picabello for me

I have never been so embarrassed, not only myself, but for my host.
My friend took his wife, a colleague from Cape Town and I out for mother's day.
We waited what felt like forever for out food which was cold when it arrived.
The waitress was asked to turn the gas heater on that was right at our table. There was no gas bottle in and promised us that she would you fetch one.
Eventually I sarcastically asked her to turn the heater down as it was getting so warm. Not even then did she apologise for not having turned the heater on.
The manager then, after our host paid the bill, came to our table to enquire if we were happy and if the service was ok. The first and only reason he visited our table, was to find out why the host had tipped the waiter, according to him badly.
Our host was so embarrassed, assuring the manager that he believed the tip to have been adequate.
Since when has tipping a waiter become compulsory and since when does a manager have the right to embarrass the client's by deciding what a client must tip.
We use to frequent this restaurant but will now never go there again.
Sadly the owner is the one that is going to be the one affected not the arrogant manager.
