Outsurance changed the intial value quoted

A claim was registered on 22 March 2013 after my Mother was involved in an accident. On 26 March an Outsurance consultant contacted me regarding the damage and offered me the option of accepting full retail value of the vehicle, or have the vehicle repaired. The amount offered was R82, 000. Based on this amount, I have decided to buy a new vehicle for my mother and then to settle the balance with the dealer out of my pocket. After all paperwork has been completed, I was assured that the payment will be made latest Friday 29 March. This did not happen. When I contacted Outsurance to follow up, I was informed by Yasmien Moosa that she was waiting on the vehicle's retail value. I informed her that it was already done by their consultant. Outsurance now offer me only R75, 000. I expect the initial offer to me honoured, as I based my decision on that amount. They still haven't finalised the payment.
