Barclays card, worst card to ever get

I applied for a barclays card in April 2013, it was approved april 2013. I have been struggling to get my credit card from them since April 2013, only got my first card on the 6th of December 2013, then I phoned in to find out how to activate my card, I was advised that I only have to go into the bank, create a pin and all will be working. I did so on Monday 9 December 2013, I tried using the card and it was not active. I phoned in today, 10th December 2013 only to be advised that now I have to take my rica papers into the bank and then it will be active. This is the worst place to work with. And I don't understand why I have to pay banking fee from April 2103 if the bank was to pathetic to get a card to me and why is the fees being paid if my account is not yet active, I had to phone 3 times only to get my card 8 month's later. If barclays can't resolve this, I will refer this to the FAIS Ombud, because the service is pathetic and they basically just my money, because I am paying for something I didn't have and can't use.
