Minimal response on claims to be paid out

Our municipality is insured by AON which Lion of Africa underwrites.
We have submitted numerous claims in the last 12-18 months of which not one has been paid out. We get cc'd in the e-mails to Lion from AON, from which no response comes.
At present we are sitting with an insurance contract, but we are all doubting if we are actually insured!
