I cannot licence my car for 2013 - reason being MFC has "" my vehicle and put themselves as the owner - this despite me paying off my car over a year ago. I have sent various emails requesting the registration certificate - I get "read receipts' but no response - I think this is something that needs to be reports to the FSB as behaviour.
