Vehicle paid off in 2000, not transferred

I paid off my finance on my car in March 2000 with Bankfin, in April this year I have attempted to sell my car only to be told by the buyer that he cannot re register it in his name. The licensing department are under the advise this is still in Bankfin's name. So far attempts to try sort this out have been fruitless. please can you rectify this as a matter of urgency. many thanks in advance.
