No UCOUNT card Received-Charged for a new card

I have regitered for UCOUNT when it was launched. in june. when i applied i was told a card was going to be sent. no card received till today.i called about a week ago and was told my card was in the post and they would send a new card. still no card but i have been charged for a new card. i have received a card yet but i have been charged for cards twice.
