Extreme bad customer service and withholding money

When my husband fell sick and could not work we were not able to manage all our accounts. Our cards were handed over in a short period of time but since then I have tireless paid every month. Soo focused on this I did not realise I had overpaid on two cards. We have been trying to get money back since Sept 2012. Some was paid but there is still an outstanding balance of over R1000.00 Despite several visits to bank, emails, phonecalls and promises that someone will come back to us, to date nobody has. Last week I decided to esculate my efforts and sent daily communications via email, and facebook to which I was told someone would be in touch. To date nobody has - apart from an email saying there is "no time restraint for responses from the legal department" I think that 11 months is adequate time for a response and the fact that not once has anyone followed through from their side is a disgrace. I wonder what would happen if the situation was reverted and where I would have ended up if I did not respons for 11 months and pay the money back!!!
