Given incorrect settlement amount

I requested a settlement on my loans so that I can have them paid as I was consolidating my entire debt. I received settlement letters with the settlement amounts.
If you refer to the letter, the last sentence of the first paragraph it states:
"The total outstanding balance includes the unpaid balance of the principal debt, any unpaid interest charges and all other applicable fees and charges."
This clearly states that all fees are included... I requested a settlement to consolidating my entire debt. The fact that I was not advised about any attorney fees causes a problem for me as I had to apply for a loan to have all my debt paid up, yet it is not because I was not given the entire settlement amount.
As a customer I was supposed to be advised of all outstanding fees. I was not advised that the settlement amount that was given does not included the attorneys fees, and that is providing incorrect information by you as a bank.
I was given the number for the complaints department as well as the number for your Ombudsman office and when I call the number it goes to voice mail. Both numbers goes to the same voice mail.
When I request someone to call me back, they don't...
