Struggling to get my promised Refund

On the 19 Feb 2013 I requested a refund of a specific supplier after i booked twice and they cancelled my reservation twice. On the 1st of March 2013 they confirmed that they will refund me. Ref:692779
12 March 2013
Phoned Customer Support: 021 201 7100.No Refund. No Feedback. Call Closed.
Phoned customer support again. No Refund No Feedback. They said that they will escalate. New call Ref:698807
Phoned 14 March 2013
.No Refund. No feedback. They said they will escalate.
Phoned 18 March 2013.
No Refund No feedback. They said that they will escalate and that i will have my refund the same day.
Today 19 March 2013 i still don't have my refund.
I do not know what to do anymore. I cannot escalate to anybody except the service desk with empty promises.
