Whois at fault: Jet or Cell-C

Good day,
My wife has a standing order with Jet to supply Cell-C airtime on a monthly basis to a Blackberry device. We would then use this airtime to buy BIS for the device.

Since Cell-C has changed its BIS bundle rates, we opted to purchase one of the cheaper bundles with airtime supplied by Jet, but we have been unable to get the service activated. We then contacted Cell-C, who referred us to Jet. The call-centre number provided never has any operators available and after waisting hours trying to get through, not to mention the airtime, we have still not been able to resolve the matter.

I then went to Jet's website, where I asked someone to please come back to us regarding this matter. This was on Monday! We have still not heard from anybody in this regard.

We need to get this matter resolved, but have nowhere to go with it!

How can we pay for air-time, but not use it how we wish to use it??
