Wearing helmets is required by law AFAIK

I am very concerned that none of the delivery guys that cycle to deliver our post wear either helmets or any form of reflective gear.
I feel that this is a huge failing on the part of their employer and there is actually no excuse for this. I don't know to whom I should complain?
I have tried the PPA but nothing came of my comments - at least to my knowledge.
