Samsung S4 sold with software bugs

I purchased a new Samsung S4 on contract on 6 January 2014. Since I got the phone, its has been giving me numerous issues:
-The phone freezes randomly
-The navigation does not work 100% correct - eg. directions on the phone map will be to go left but voice of the navigation says to turn right
-Multi window disappears every now without it being switched off
-Keypad randomly has a delayed response - eg. When I type, the words that i typed would appear seconds or more after.

I was told by cell c to take it in to Samsung smart centre as they would be able to assess the phone on the spot and have my issues resolved within 10 to 15 minutes. I drove to the centre (40 mins away) only to find out that they dont do any assessments on the spot and they dont provide you with a replacement phone. How is it that a brand new phone has so many issues and now needs to be sent for repairs and isn't being replaced? Was the software not tested properly before it was released?

Very disappointed with the new S4, I only purchased the new contract because I thought samsung was a good brand.
