Reversal of reconnection fee

At the end of September 2012 I called the Telkom call centre to cancel my telephone account. After nearly an hour on the phone being switched from one department to another I was told to downgrade my acount and pay the monthy rental in order to keep the same telephone number, This I did. In December I was charged a reconnection fee. As our home was gutted there was no one living in the property and no line to even use. I went into the Gateway office on the 4th January to arrange a new ADSL line and for the line to be re installed. To date nothing has happened, Last week I called Telkoms help line, I got a very irratible operator who told me that I could call again and get someone who was maybe more efficient than her! All i want is a line which works and to get the reconnection fee reversed off my account. Simple. But not easy to explain to Telkom! I then went into the Gateway office again and was helped by a very interested man, He assured me that there was an irregularity with the charge and would arrange a credit as well as get someone to install the new line. Yesterday I received an SMS to say "you must pay the rental as you are keeping the Telkom line." Dont understand!
