Stalling or Ignoring?

Well I had a call over a week ago about my report. ITO the CPA I am stuck with the handset.
When I asked about the "fake" area manager I was put on hold for over 5 minutes while the regional manager was consulted. Then was told they would get back to me. I asked for the response to be a written one. No response as yet.
Surely Sivy either works for Cell C as an area manager or doesn't?
