Cellphone repair gone wrong

My husband took his Nokia Lumnia to the Nokia care shop in Century Way Century City to be repaired for the 3rd time. When he got to the shop (On a Saturday) they were closed although the hours on the door stated that they must be open. He went back on the Monday and was really badly treated by the service staff.
He logged a complaint on the Nokia service line 0861166542. After 2 weeks he still did not get any response and he phoned the shop only to find out the shop has closed down. He went back to the call centre and they assured him that his Nokia is at a repair centre and that they will advise him when he can collect it. They could not tell him at witch repair centre his phone is. It has been nearly 5 weeks now and everytime he phones the call centre he gets the same reply. This is really bad service. Is there something they not telling him? Is the phone lost? Why not say it and give him another phone rather then giving him the run arround. He always chose Nokia because of the quality of the phones, but after this he will never get a Nokia phone again.
