Being charged even after contract being suspended

I had a 10 gig account with telkom last year, i changed my bank account and phone telkom to notify them. a few moths later i got a sms notifying me that my account was permanently suspended. today i got a call stating that if i dont pay telkom 1500 I will be blacklisted. how can that be possible because i did change my account and had funds available on the dates when my account should have been deducted.
