Clover 2% Fat 1lt Milk - Entire bottle WATER

I bought two bottle's of 1litre Milk on 27 February. The expiry date is 6 March.
After opening it this morning and proceeding to pour it into my cereal bowl - all that came out was WATER with a few white pieces.
The entire bottle seems to filled with water.

I opened up the other bottle and exactly the same thing...

Is this a way suppliers are trying to save costs??
