Supplier refusing to pay back my refund

I purchased ceiling boards material and 20litre paint in December 2013, they delivered the stock by my house on the 12/12/2013, however paint and some few things were not delivered because they did not have stock. Those were then delivered on the 2nd delivery. January some of the ceiling board materials were returned to the shop to swop with other materials which left me with a refund of around R550. I called Israel Mkhize one of the sales consultants about the refund he said he will speak to the finance department. Before I could get any response he went on leave for 2 weeks. while he was on leave I visited the shop returning more materials to swop with other materials. I was assistant by Karen and I told her about the refund. she looked at her books only to find that I was double charged for that 20litre paint. I explained to her that only one 20litre paint was delivered by my house. She asked me to wait for Mkhize to come back for clarification. after 2 weeks Karen was on leave for a week. I waited again then called after 3 weeks when Karen and Mkhize were both back at work. Mkhize clarified to Karen that only 1 paint was delivered but she still refuses with my refund.
