A Tinkie with no filling

I recently purchased a box of 6 Tinkies, strawberry flavour. 5 out of the 6 had the cream filling but the 6th one had no cream filling...
Are products not supposed to be checked before they packed for retail??
I emailed the customer service along with an attached picture a week ago and still have not had a response!
Very disappointing as I love Tinkies!
