Charge for job not undertaken

I am a client of ADT for more than ten years. i recently moved premises and had to have my alarm and electric fence reconnected at the new premises. An ADT rep came through and quoted for the two separately. the both quotes were accepted but only the alarm was done as the electric fence had to have more things done to it before it could be connected . at the end of the month i was charges for both jobs and monies were taken out of my cheque account. i have been contacting the adt offices and the rep as to when my refund will issued to me . i have been given the run around and return calls have been promised but it seems that my plight has not been taken seriously. my premiums for the services of ADT has always been up to date thus far and I am now seriously considering moving my business to another security company.
