Debit my account after cancellation

I recently cancelled my insurance with Auto and General, when I took the insurance with them it included tracker, so therefore there was no need to contact Tracker.
On the 26th May I had an amount of R199 deducted from my account because the Insurance did not pay tracker (now this is my problem and I canelled this)
I get a call from Tracker today informing me that they will no refund the amount because the insurance failed to inform me to call tracker and cancel with them??? Daylight robery. I am not even using Trackers services but I get charged R199.
