Unfair billing

I am doing reovations and the meter box is attached to my building, Each property must have a indivdual power cable but my neighbours meter box is linked to my meter box. I am not allowed to get a certified electrician to move meter box. I must pay the eThekweni Municipality R1500.00 labour pay for the cable that will still be shared with my neighbour.
