Denied to apply for my daughters passports

Since March 2013 I have been trying to apply for my daughters passports without success. Home Affairs have been sending me from pillar to post since then. I brought everything they requested on their policy. Since I am nt married to the father I was requested to provide a consent letter and copy of ID. Later I was told he should fax the letter but they also denied receiving the fax. I am not surprised because the fax is central and no one is accountable for faxes received. It might as well be going to the bin next o the faxing machine. Yesterday 22/09/2013 I was told a different story that the father should now go to the nearest home affairs and feel the form and sign it and they will fax it, And I guess it will still go to the same bin next to the faxing machine. For heavens sake why should we suffer because of incompetent staff at the Department of Home Affairs who reads policies upside down? This Department is ranked as one of the Departments that don't respond. I guess the language they understand well is if you drag them to court. But one wondered why it has to cause so much pain just to get a passport!
