I contacted the Municipality in order to query a water account that came in at R7453. It is for a house with no garden or swimming pool. I was put to hold for 25 min, constantly getting put through to Sifiso who didn't seem to care. After 25 min I requested that he justs goes directly to people in the finance department and requests them to pick up this seemed to be impossible task as he said they are very far away from him. I know the layout of municipality and this was just an excuse for him to do nothing.

Then you seem to wonder why it is that this municipality is falling apart.
