Cancellation fees not explained to clients

My husband had intension of purchasing couches from Mega Couches 08/4/13, payment of full amount was rejected and we ended up paying R5000, House and Homes had the very same couches on special an we opted to buy it there. When we called Mega Stores 9/4/13 they advised that a 20% handling fee will apply. My problem is that we were never taken through the terms and condition. I have lost the invoice in the interim and mega couch emailed me the terms and condition. To date i still await my refund as the Yolanda advised that they did not proceed with refund as i was not happy with the the deduction of 20%.Is it ethical for a company to sit with your funds in there bank account? i personally feel the way they dealt this transaction was very unprofessional. Are we not allowed a cooling off period to cancel a purchase? is the company within their rights to charge this fee without getting the clients signature to say they understand the terms and conditions of sale?
