Refusing to Execute City of Tshwane Mandate

My electricity was cut off at my property in Cullinan. MMT Attorneys sent me two proposed payments plans. For each they needed a deposit of R8000 and pay either over 12 or 24 months. I paid a deposit of R9000 and send an undertaking to pay the balance over 11 months.

MMT has been verbally advised that my proposed payment plan will be acceptable to them. However, the flatly refuse to process my request. At first, I was told that the lady who is their contact at Tshwane was on leave and they have got to wait until she comes back into the office. The second excuse by Dawie de Villiers was that a new acknowledgement of debt containing my proposal was being typed and would be sent to me in 5 minutes. The third excuse by Diyakiteng was that I must act like an adult. The fourth by Portia was that we do not understand each other.

Does MMT have impunity or should they act in accordance with the mandate given to them by the City of Tshwane?

Are their actions in accordance with the Law Society's code of conduct. Does this law has any bit of ethics?
